The PeerBoard Community Weekly Digests By Default?

Can I set the default frequency of my members digests. To avoid overwhelm I'd like to set it to weekly for everyone unless they change it themselves. How can I ensure

a) all current members go to weekly digests

b) all future members will default to weekly digests
